Travel agencies responsible for the return of Oasis Hong Kong flight?

Is it true that if I booked my flight of Oasis Hong Kong through a travel agency, and the refund should come back as the agent instead of Oasis? According to this review site http://www.cbc.ca/canada/british-columbia/story/2008/04/09/bc-oasis-reaction.html such travel

We booked a Barclays debit card and while not a credit card saying that he would try to help.
